Pendleton Parole and Probation Compared
Parole and probation both place rules on a person in the community, but they begin in different ways. The West Virginia Parole Board decides whether an eligible incarcerated person may leave confinement on parole. WVDCR Parole Services then supplies the officer and manages day-to-day supervision. Probation comes from a judge as part of a Pendleton County sentence or disposition. The Judiciary, not the Parole Board, manages that court status.
The distinction changes where a record should be checked. A Board decision may show that parole was granted, yet it does not prove the precise time a person walked out. A probation judgment may state the supervision term, while a PHRJCF movement record supplies the custody exit. A person may also attend a day report center while on probation. That referral does not turn probation into parole.

Verify Pendleton Post-Release Supervision

A Pendleton County name missing from the regional-jail search might reflect release, transfer, or another change.
- Identify whether the person’s last known episode was a PHRJCF jail stay, a state-prison sentence, or a Pendleton court case.
- For parole, review the prison-side record and contact WVDCR Parole Services. Ask which office has the case and whether supervision is current, subject to lawful disclosure limits.
- For probation, locate the Pendleton judgment or probation order and contact the Judiciary probation office in Franklin.
- If an absconder result appears, record the exact status and verify it with the responsible agency or issuing court. Do not translate it into a new conviction.
- Match the supervision result to the PHRJCF or WVDCR movement record when the actual release date and exit type are needed.

Pendleton Parole Routes Through Elkins
The official WVDCR Parole Services directory places Pendleton County in the Northern District, Region 6. The operational office is the Elkins Parole Office. This is the correct route for routine questions about the supervising office, an assigned officer, or a home plan. The Parole Board should not be treated as the day-to-day supervision desk.

A Board record serves a different role. It documents a hearing or decision. Parole Services investigates plans and manages supervision. If an online result and an office statement seem to conflict, record the access date and exact terms shown, then ask which event each record reflects. “Eligible,” “granted,” “released,” “on parole,” and “discharged” are not synonyms.
Pendleton Parole Hearing Records
The Parole Hearings page describes monthly hearings at listed institutions and monthly video hearings for regional-jail facilities. Its monthly calendar is a schedule, not a name-searchable decision archive. A calendar entry cannot prove that a particular Pendleton County person was heard, granted parole, denied parole, or released.
Before an eligible person can be seen, the Board says it needs key material such as a certified court order, post-sentence investigation, criminal-information material, a psychological report, and an approved home plan. PED means parole eligibility date. It opens the possibility of consideration but creates no right to release. West Virginia Code §62-12-13a reinforces that limit for an indeterminate minimum.
If the Board grants parole to someone housed at a regional jail, the person first moves to a DCR facility for intake and fingerprinting. The Board’s official guidance advises allowing seven to ten days before actual parole release. Use separate dates for the hearing, decision, institutional movement, and community release.

Because fees and contacts can change, confirm the current terms before sending a request.
Pendleton Probation Has Two Offices
The Pendleton probation listing gives a local Franklin office. The Twenty-Sixth Circuit contact listing places chief adult-probation coverage in Romney. Either office may help route a lawful status inquiry, but the filed judgment remains the source for the terms imposed by the court.

This two-office structure is important in Pendleton County. A caller should state the county, court, case number if known, and whether adult probation is the issue. Do not ask probation staff to recreate a jail release event. PHRJCF or WVDCR controls the movement record, while the clerk holds the court order.
Note: Probation may begin after a custody exit, but the probation start date does not necessarily equal the facility’s door-out time.
Pendleton Supervision at Day Report
South Branch Valley Day Report Center serves Hampshire, Hardy, and Pendleton and provides access in Franklin. Its documented services include court-ordered check-ins, probation coordination, testing, case management, recovery and life-skills programs, and some virtual options. This regional arrangement is a distinctive part of Pendleton County community corrections.
Day report participation is not a public inmate locator. It also does not prove parole or the exact date of release. A person can attend under a court referral tied to probation or another community-corrections order. Verify the legal basis in the court record, then use the supervising office for current status. The day report center can explain its own program requirements, but it does not replace the Board, Parole Services, or Judiciary probation.
Pendleton Absconder and Violation Checks
Supervision conditions vary with the order and case. At a high level, they may govern reporting, travel, treatment, testing, or other conduct. A suspected violation is not the same thing as a final finding. Revocation means an authorized body has ended or changed community supervision and may return the person to physical custody.
WVDCR provides an absconder search through its gateway. Under West Virginia Code §62-12-19, a parolee who absconds may face a commissioner’s warrant, and sentence consequences continue until return. An absconder entry is therefore the opposite of a clean discharge. No official Pendleton Sheriff warrant or absconder list was found in the channels reviewed. Verify a warrant with the issuing court or the responsible agency.
Pendleton Supervision Discharge Records
Leaving PHRJCF, starting parole, and ending parole are three distinct events. The West Virginia Parole Board handles parole discharge decisions, while Parole Services manages active supervision. Probation ends under the controlling court order or later court action. A completed jail or prison term also does not prove that every community-supervision duty has ended.
For a clear record, request the document tied to the status. Seek the Board decision for parole action, the supervision record from the correct office, and the filed probation or revocation order from the Pendleton clerk. When physical release is disputed, obtain the PHRJCF or WVDCR movement record too. Each source should answer only the event it controls.
West Virginia VINE may provide notices about movements, hearings, discharges, and releases, but it is an alerting layer rather than the legal custodian. A later revocation does not erase an earlier release. Report both events and their dates instead of collapsing the timeline into one label.
When a record request is needed, describe the existing document rather than asking an office to answer a broad question. West Virginia Code chapter 29B governs access to nonexempt government records, but exemptions and court rules can limit disclosure. Ask for the Board decision, supervision status record, or filed order by name and date. If material is withheld, request the written basis and any segregable nonexempt portion.
