Pendleton VINELink Release Coverage
West Virginia VINE is the state custody-event notification service. Official state material says the service expanded to all ten regional jails as well as correctional facilities. That point matters in Pendleton County because people arrested locally are normally taken to Potomac Highlands Regional Jail and Correctional Facility, a state-operated regional jail in Augusta.
VINE can carry changes supplied by participating agencies, including movement, hearing, discharge, release, parole, work-release movement, escape, and death. These labels describe different events. A transfer or work-release movement means correctional control may continue. An escape is not a release, and death must never be described as one. The agency and status shown in the person’s record give the event its meaning.
The official WVDCR Victim Services material dates the state service to December 2002. A later state announcement identifies app, telephone, email, and text access alongside expanded regional-jail coverage. That history establishes a state notification channel, but it does not promise that every old Pendleton County custody episode remains searchable today. Display and retention depend on the participating data source and current interface.
The successful capture of the West Virginia VINELink search shows the official starting point for a person-specific inquiry.
The search screen is a doorway to agency data, not a historical Pendleton County release ledger. Its current labels should be read exactly as displayed.
Search Pendleton Inmates on VINELink
Begin with one person and enough identity detail to rule out a same-name match. Pendleton County’s regional setup makes the agency field especially important. The correct result should point to PHRJCF, WVDCR, or another agency connected to the known custody episode. A person from another state or a different West Virginia institution is not a match merely because the name is the same.
- Open West Virginia VINELink and choose the people or custody search offered by the current interface.
- Enter the exact name or identification fields shown. Try a known name variant only when the first search does not return the expected record.
- Review each candidate’s agency, location, ID, and identity details. Do not rely on name alone.
- Open the matching record and copy its status, event, and date labels word for word, along with the date the search was checked.
- If the result reports release, confirm the type and destination with PHRJCF or WVDCR when those details matter.
A missing result is not a release certificate. It may reflect a spelling mismatch, an update delay, a record no longer displayed, or a system beyond West Virginia VINE. For the broader custody-type decision tree, use the Pendleton County released inmate search.
Note: Record the agency and event together because a bare date can be mistaken for a transfer, hearing, or parole eligibility date.
Pendleton VINELink Release Fields
The live interface may change, and the research did not verify one fixed set of labels on every result. Read only what the selected record actually supplies. The field inventory below separates the core facts that should be captured from conclusions that require another record.
| Field | What it can establish |
|---|---|
| Name and identity details | Whether the record likely belongs to the intended person |
| Agency or facility | Which participating custodian supplied the custody event |
| Person or offender ID | A stable identifier for later WVDCR or facility verification |
| Custody status | The status label reported by the participating agency |
| Event type | Whether the update concerns release, transfer, parole, discharge, escape, or another change |
| Event date | The date tied to the displayed event, not necessarily the alert-delivery time |
| Notification option | Whether “Get Notified” or an equivalent action is available for that record |
A VINE event does not reveal every internal movement field. When the result says “release,” request the PHRJCF or WVDCR movement record if the exit reason, exact time, or destination must be known. A Pendleton court order can explain the legal authority but may not show the door-out time.
Pendleton Regional-Jail VINE Events
PHRJCF serves five counties, including Pendleton. The person’s criminal case can remain in Pendleton County while the custody event comes from a state facility in Hampshire County. VINELink helps bridge that geography, but it cannot merge the court and facility records into one complete narrative.
WVDCR policy distinguishes release from several movements that can look similar from a distance. Transfer calls may be held during transport and sent only after arrival at the new institution. Silence during that period is not proof of community release. If a person leaves the active regional-jail search and then appears in the prison system, the change is more consistent with continued state custody than freedom.
Formal written notice is a separate channel. WVDCR explains that requests concerning release and parole proceedings may need to go to DCR and the Parole Board under West Virginia law. West Virginia Code §61-11A-8 addresses notice in qualifying matters. Voluntary VINELink registration does not replace a statutory notice request, a filed court order, or advice from counsel about a particular case.
If parole is granted while the person is in a regional jail, another local lag applies. Official Board guidance says transfer to a DCR facility for intake and fingerprinting comes before community release. Thus, a Board grant, a PHRJCF movement, and physical parole release may carry different dates.
Register Pendleton Release Notifications
After positive identification, select “Get Notified” or the equivalent action on the person’s record. Current national VINE material describes phone, text, email, in-app, and TTY methods. The West Virginia service can also be reached by telephone at 1-866-984-8463. Use a contact channel that is private and kept current.
- Select the verified person and the event or custody record offered for notification.
- Create or sign into an account if the current interface asks for one.
- Choose at least one available contact method and enter the destination carefully.
- Review the person, agency, selected event, and contact details before confirming.
- For voice calls, create the required four-digit PIN and keep it private.
- Complete any email, text, app, or account confirmation shown on screen.
The voice PIN acknowledges an automated call. It is not an offender number. The official national VINE flyer says an unanswered call can produce a message and repeat attempts for at least 24 hours or until the PIN is entered. Screen wording changes, so follow the live West Virginia prompts.
Using two available methods can reduce the chance that one failed channel hides an alert. A voice line may be unreachable, an email may be filtered, or an app permission may be off. Review the selected event and contact details after registration. If the interface supplies a confirmation screen or code, complete it and keep only the minimum private record needed to manage the alert.
Note: Do not register another person’s phone or email without permission, and never post a PIN with custody or identity details.
Interpret Pendleton Release Alerts
When an alert arrives, note the delivery time and compare it with the event date. They may differ. A delayed agency feed, a held transfer notice, or a failed first call can move the notice later than the physical event. Email, app, and text delivery can also fail because of a changed address, disabled notification, full mailbox, or account issue.
Next, check the online record again. Preserve the exact agency, ID, status, event, and date. For “release,” ask PHRJCF or WVDCR whether the event was bond, sentence completion, parole, court order, transfer to another authority, or another recorded category. For “transfer,” wait for the receiving-facility update and do not recast it as release.
- Alert time
- When VINE delivered the message to the chosen channel.
- Event time
- When the source agency says the custody change took place.
- Transfer
- A move between custodians or facilities while legal custody may continue.
- Discharge
- The end of the represented custody term, which may differ from the end of all supervision.
VINE is available around the clock for automated status information, but records offices and courts use business hours. If precision matters, save the event and access time, then contact the custodian when it opens.
Pendleton VINELink Release Limits
VINELink does not cover federal Bureau of Prisons custody. Use the official BOP locator for a federal episode, and remember that “Released” or “Not in BOP custody” does not rule out later state, local, immigration, parole, or supervised-release status. ICE also operates a separate current detainee locator. Neither system should be mixed into a West Virginia VINE result.
Within Pendleton County, a no-result can have several meanings. The person may be under a different spelling, the record may have aged out of display, the event may not yet have reached VINE, or custody may sit in another system. The active WVDCR jail search has its own limit: it covers active regional supervision and is not a released-person archive.
The West Virginia State Police Sex Offender Registry is also separate. It covers people with a legal registration duty and is not a general released-inmate list. Presence there does not show a recent PHRJCF release, while absence does not disprove one. Keep registry status out of a VINE custody conclusion unless the inquiry independently falls within that registry’s legal scope.
The safe verification chain is short. Identify the custody system, read the VINE event exactly, check the matching WVDCR jail or prison channel, and obtain the movement record when the type or destination matters. Then compare it with the Pendleton court order. No single alert should carry more meaning than the agency supplied.
Note: A failed or late alert does not change the underlying custody event; it only limits what the notification channel established.
